The Federation was formed and operates in accordance with the requirements of the Constitution of the Russian Federation, the Civil Code of the Russian Federation, the Federal Law “On Non-Profit Organizations”, the Federal Law “On Public Associations”, other provisions of the current legislation of the Russian Federation and the provisions of the Charter.
The Federation is a socially oriented non-profit corporate organization created in the form of a public organization, a voluntary association of citizens united in in the manner established by law on the basis of the commonality of their interests to satisfy spiritual or other non-material needs, to represent and protect common interests and achieve other goals specified in its Charter.
The Federation in its activities is guided by the principles of voluntariness, equality, self-government and the rule of law. The activities of the Federation are public, and information about the constituent and program documents is publicly available. The Federation is free to determine its internal structure, goals, forms and methods of its activities.

Conference
The conference meets once every 5 (five) years. Conferences held at other times are extraordinary. The conference is convened by decision of the Presidium, at the written request of the President or the Auditor of the Federation, at the written request of more than 2/3 of the regional branches of the Federation
Permanent governing body of the Federation
Presidium
The Presidium manages the activities of the Federation in the period between the work of the Conference. The Presidium is elected by the Conference for a period of 5 (five) years. The Presidium is accountable to the Conference
Sole executive body of the Federation
President
When an organization is created, the President is elected by the General Meeting of the organization’s founders for a period of 5 (five) years, and subsequently the President is elected by the Presidium for a period of 5 (five) years. The President is controlled by the Presidium
Vice-Presidents may be elected in the Federation. Vice-presidents are elected by the Presidium on the proposal of the President from among the members of the organization, for the term of office of the President. The number of Vice-Presidents, the procedure for their election and termination of their powers are determined by the Presidium of the Federation
